  I did my homework. Then my dad saw the messy things. Then he threw my homework on the table and told me that if I crossed out anymore things, he will make me use pencil for everything. Then he make me break my teacher's rules (pencil is fo r corrections). That's the basics.

Follow my parents, but then my teacher will erase the pencil and  put question marks there. Then my dad will have to sign and I get into trouble.

Umm, I'm not fully sure what you're talking about, so I'm going to take a guess here.

Write it in pencil, and then when you're finished, outline it in pen.

Tell your parents that. If they still force you to use a pencil, tell your teacher your parents told you to use a pencil because otherwise your homework would get too messy.
Or follow Quirvy's idea. First make a rough draft in pencil. Once you're finished copy it with a pen.

Can't make a draft. We do in a workbook. Then again, I do in pencil then go to school and erase everything and redo in pen.

No, you write it in pencil first, then you outline it in pen, and by outline I don't mean write it again on a seperate piece of paper, I mean write OVER the pencil markings. I've done it before in my American Government class, except that I accidentally wrote my entire test in pencil, so I had to write over it in pen.
