the reason is that in order to have one you better be a signed on the NPT ( http://en.wikipedia.org/wiki/Nuclear_Non-Proliferation_Treaty) and israel isn't. without being signed there, it's going to be hard for you to achieve what is needed for a nuclear power plant. Israel's uranium stock is the same one it recieved in 1958/1960, it's being used in two research plants.

there's usually some capsule that gets you through. mainly there should be around 1 meter thick concrete surrounding everything as safety measures.
re: cherenkov radiation: that is the coolest thing in physics, literally; it is like a sonic boom by airplanes, done by a particle. This is a pretty awesome thingie, I'm actually getting tested about that on next friday

I guess it's not such an 'of course'. the radioactive stuff lies within the water, which is at least 9 meters deep (or any other moderator instead of water, with its own depth) which should be enough to decrease radiation outside the water so that it is perfectly safe. that is also the reason the concrete is there - so that if anything should break, 1 meter of concrete is definitely enough to reduce all danger.

I have no idea about south sudan, but pakistan and india joined in the NPT, took the information, and got out, or something, it was just that easy..or maybe it was NK, don't remember....something something something
the NPT makes sure that anyone who is in it has only part of the circle for weapons, and the rest is controlled by the five. So, not being in the NPT makes it hard to obtain nuclear weaps because you don't get any help about any section of the cycle. Pakistan and India are very powerful, and only needed the tech, so they joined, got it, and got out.

Isa, goddamn yes. HoMM III isn't just an excellent PTS game, it is in my opinion one of the best strategy games in general. It has 9 different factions, of which 7 are balanced fairly well and the only really unbalanced one was added in a rushed expansion pack. There are also a few fan expansions and mods, as well as the highly recommended HD mod.
If you are looking for SRPGs, Fire Emblem (especially 7, or simply Fire Emblem for the GBA), Final Fantasy Tactics and Tactic Ogres are highly recommended.
You can also try Roguelikes, such as Pokemon Mystery Dungeon (any one for the DS is fine) or Dungeons of Dredmore.
@Binary: Personal preference. Both are fine.
