2.8/5 — Normal
-1.5 for lack of scenery
-1 for bumpiness
-1.5 for random slow motions. It makes it look strange and is very unnecessary.
I beat it though so +0.5 for it being possible.
-1 for random boosts slamming you into a wall.
There are many scenery tutorials on the FR2DB.
I'd suggest if trying to make a semi-smooth track you'd use the Shift key to draw lines easier.
The slow motions don't make it any slower after one time. So, if you want it in slow-mo, only use one of the clocks (unless it actually is for scenery).
I'd suggest before bosts, maybe put a checkpoint. Or maybe where the path splits into two you could put a checkpoint there too.

You know, I was thinking of getting an internship at Microsoft, but I'm not sure I want their lameness to rub off on me.
