Not necessarily. You guys are thinking that he'd just go up to the president and start punching him, which would be assault. But the phrase "get into a fistfight" implies that Obama is fighting against him too, perhaps rosa will become have a private argument with Obama, and it will escalate and then get broken up. If it happened right now, you'd probably be arrested, but maybe when he's no longer the president?

Also it could be an organised, legal fistfight.
