Hannah's regular swimming speed is lower than her underwater running speed. But by jumping while underwater you increase your swimming speed to the underwater running speed. You don't have to be standing on a floor when jumping, even an underwater jump while swimming will increase your speed. You are able to reset to the slow swimming speed again by jumping out of the water onto land and jumping back in again or by walking underwater and go back to swimming by pressing the up button or by walking off the bottom.
Below is a video displaying the difference in swimming speeds. The first half is the slow swimming speed, the second half is the fast swimming speed.

I didn't know that jumping made you go faster than the normal swimming speed, but I did know that jumping reset your swimming speed(from slower swimming speeds), from playing and testing a few levels where swimming fast underwater was important.

Can you confirm for me, jell, than you have to be fast-swimming in order to glitch through a wall? You know how sometimes that glitch works and sometimes it doesn't? I'm pretty sure this is why... | | jellsprout |
