Question: Is using something out of your inventory an action? If I wanted to, say, eat a fourth of my berries in an attempt to heal faster, would it count as an action?

No, but I'd ask you to separate such actions from your main actions. Call these inventory actions, if you like. I won't give them much flavor, if anything more than "You eat your berries". Now, this is just in general, for inventory actions that are basically instant. If you have some spell components or something and need to perform a ritual, then that will likely count as an action. Most of the time, you'll just want to use your items while you're doing something else. So, for your berries, I'd be ok with you breaking the compound actions rule by saying "work mine while munching on berries".
The reason why that is ok and other things aren't is basically because the action is almost instant and only involves things you already have. It would not be ok to say "work mine while throwing berries at snipereborn". Even though throwing your berries is basically instant, it's too much like doing many things at once.
The whole point of the "no compound actions" rule is to lighten my work load. So, please don't try to use anything I've said to circumvent the rule (this is directed at everyone). As always, I reserve the right to drop a random ten thousand pound brick from nowhere on anyone committing jackassery.
