Yes. Instead of cooking it, i'd probably use my dad's heat-solder gun.

I doubt it, would not risk it. Since what you want to do is to resolder everything and a heatgun is not designed for that (and will problerly either be to cold or to warm

My dad's heat gun is a soldering heat gun, so I'm basing it off of that.

seems like "artifacts", this is probs a cause from heat issues, care to download something like MSI afterburner and post how the heat seems to be on the gpu in idle and in load (use a benchmark program to put the gpu in load, "Pcmark" or "3d mark vantage" should do the trick)
http://event.msi.com/vga/afterburner/download.htm
Do they apear directly when you start the games? or only after awhile?
Only in certain games or all games?
Is it an laptop or desktop?

I'll do the heat and benchmarks when I get on the computer, but it happens all the time, but gets worse when in full screen games. Although, now that you mention it, I did have my computer running full screen games for around 9 hours yesterday...

Hey Isa's brother. I used to have an old windows 98 computer (maybe it was 2000) that contained a lot of my pictures, drawings, writing etc. But one day, in 2009, the computer couldn't boot up anymore, possibly due to viruses that were never removed. We still have the old computer but we haven't gotten it out of storage since 2009. How do I retrieve my files?

I hear sacrificial goat blood is always good for retrieving files. Really if Binary Guy's answer didn't help you, I think you're hopeless.

Hmpf! I need to wait for an UNBIASED source such as Isa's brother to give me help on fixing my computer. You are all out to get me and trick me into destroying my files! You shall not succeed!

It's a known fact that goat blood is a good way to make your computer faster. I've used it on three separate occasions, with results, to say the least. It actually helps the CPU and Motherboard perform better, as well as automatically oiling various parts of the computer.
To use goat blood correctly, follow these steps:
1. Get goat blood. Most local businesses avoid selling such products because some believe that it's a useless liquid when it comes to computers. So, you will probably have to either order it online off eBay OR visit a goat farm and buy some blood from the farmer. It isn't all that expensive, but if you're going to a farm, being a gun in case you have to take said goat blood by force.
2. Sterilize the blood. Goat blood in its pure form is by far the most useful for most daily tasks, but unfortunately can contain bacteria that can be harmful if it comes into contact with your machine. To sterilize the blood, you must fill a large container, roughly the size of a bathtub, with the blood. Then, pour in about a gallon of steaming-hot saltwater. This will help to kill harmful bacteria that may be lurking in the goat blood. Mix the saltwater for about twelve minutes. Any more than that has been known to allow a virus known as the GBV-17 (Goat Blood Virus 17) to survive in the blood for extended periods of time.
As a bonus, you can pour in a pint of falcon urine. It helps clean the blood and will quickly disperse when poured in, so no mixing is necessary. You can get falcon urine from your local falcon shop. If you don't have one, check in a major city. These shops are usually in the sewer systems and anyone selling you the falcon urine will probably try to rip you off, so be careful: the falcon urine that they sell there costs $4 an ounce to obtain. Buy it for no more than $6 an ounce to save money.
3. Replace the fan. Goat blood has been known to erode some types of computer fans. Make sure your fan is NOT made primarily out of the following materials: Phosphorus, Silicon, Radium, Cotton, or Human Skin. If your fan contains any of these materials, replace them with one or more of the following materials: Silver, Non-Porous Wax, Tellurium, 24-Carat Gold, or Goat Skin. Goat Skin is the best of these, and will probably be relatively easy to obtain seeing as you could also obtain many gallons of goat blood.
4. Drench the computer. You now need to take your computer and place it in the tub of goat blood. This step may get a little messy because of water displacement, if you put too much goat blood in your bathtub. The computer MUST remain in the goat blood, untouched, for at least 24 hours. Do NOT, under ANY circumstances, leave your computer in the tub of goat blood for ninety-three hours and seven minutes. This will cause a massive explosion because the goat blood will react with certain trace materials in the computer. If you for some reason want to destroy a computer, this is the perfect way to do it. But be wary, the explosion has a blast radius of about forty feet. If you are within this area, you will probably be killed by flying debris or water that is on fire.
5. Dry the computer. After dousing the computer for a minimum of twenty-four hours, you need to dry it off. A good way to so this is letting it sit in the sun, but the temperature has to be below 100°F or else the goat blood will destroy itself, along with various parts of your computer. For the best result, do this when it's roughly 60°F outside.
Do this until the computer is completely dry on the outside. Some goat blood on the inside will not have evaporated. This is normal, and will not have an effect on your computer unless there is more than half a pint of the blood left inside the computer. If there is more than half a pint left, leave the computer out to dry for a few more hours.
6. Check for insects. Make sure no insects such as Mosquitos have made nests inside the computer since you left it out to dry. Mosquitos especially, are attracted to any blood left inside the computer. They will usually become too populous and fill up the inside of your computer with their larvae. This can have a long-term effect on your computer because the larvae feed off of various materials inside your computer.
If there are any insects inside, call Pest Control. They will know what to do.
7. Turn on your computer. There you go! Any missing files should be back on your computer!

I'm not talking about any missing files. All the files are still inside the computer, and I just can't access them because the computer won't turn on.

Have you checked behind the monitor screen or in the tower? If they're inside the computer, you should be able to remove them manually.

It has a tower. I don't know where the computer is right now. I thought it was in the basement but I just checked and it wasn't there, so maybe it's in the garage. Anyway I should probably ask my parents how to get the files because I'm afraid if I do it myself I'll mess it up, and my dad used to fix computers for a living.
EDIT: UGH! I thought you were talking about the hard drives, not my files! Nice try Winston.
