IP banned? no. all my accounts were hacked. and when I realized that all I had was kreotomo, I made krotomo1, krotomo2, krotomo123, kro_cave_upload, kro_cave_upload2, and kroto_tester.

Neopet's IP ban doesn't work at all. they IP banned me with my 4 accounts, but it didn't prevent me from making another account.
